News-0.2 is a RSS Feed Ticker. It is a "RSS Reader" application (also known as Feed Reader or Feed Aggregator) which displays RSS Feeds as a scrolling ticker bar on your desktop. It's like, without having to visit your favorite news website in your browser (BBC News, cnn, whatever), you just get all the latest headlines scrolling in a window on your desktop, with a single click (this is actually very Similar to what you can see on news tv channels.)
